My Personal notes
I can't really tell you to get anything better other than rush to buy an obsidian cape due to there being no better buy able capes but here are some unlockable ones I recommend to get whenever you can in order of worst to best:

Capes of Accomplishment (99 Skill cape)
Personally after Id buy Obsidian cape Id just wait for a 99 cape or unless you personally wanna go do the content to get the others it's not really required at this point of the game. If you wanna do a lot of range Ava's accumulator is worth unlocking and isn't too hard to get likewise if doing a lot of magic God Capes aren't too hard to get as well.
Skillcapes/obsidian capes are good hybrid capes to wear for even lvl 3 players.
Spirit cape reduces the cost of familiar special points by 10%. This helps immensely if using familiars like a unicorn or titan, as the costs to use their special moves will be lowered.
Ava’s device provides a great Ranged bonus and picks up ammunition shot unless it ends up behind an obstacle.
God Capes Almost as good as Kiln capes
Kiln capes are best-in-slot for Melee/Ranged/Magic in terms of pure boosts, behind the comp cape.
Reefwalker’s cape is the best choice for tanking, with a decent armor and LP bonus.
Max/Reaper Best over all of them for Max Guild access, boss portal, and very good stats the ability to have 3 skill cape perks added
Obsidian Cape

The obsidian cape is made from slivers of interlinked obsidian and enchanted with TzHaar magic, like all TzHaar equipment. It can be bought from TzHaar-Hur-Tel's Equipment Store in TzHaar City for the price of 90,000 Tokkul, and is also dropped by some of the monsters in TzHaar City.
Due to its lack of requirement to wear and useful style bonuses (slightly lower than a cape of accomplishment, or Ardougne cloak 4), it is a popular cape amongst low to medium levelled players.

A Cape of Accomplishment (more commonly known as a skillcape amongst players) is a cape that symbolises achieving Skill mastery (level 99) in a particular skill, or the completion of every quest. Each skill, in addition to the cape for quests, has its own distinct cape of
Perk Effects:

Agility cape The cape's perk means the player no longer fails any Agility obstacle, except the Agility Pyramid sliding block.

Attack cape The cape's perk gives a 2% chance for degradable items not to degrade (this does not apply to augmented items, except those that degrade to dust).

Constitution cape The cape's perk doubles base life point regeneration to 0.2% every 6 seconds, which heals during combat and stacks with Fortitude.

Construction cape The cape's perk has a chance to save planks in the player's own house.

Cooking cape The cape's perk prevents all food from burning while cooking, making it superior to the cooking gauntlets.

Crafting cape The cape's perk provides unlimited thread and removes the need for thread when crafting leathers, and provides a chance to cut all gems in the player's inventory at once.

Defence cape The cape's perk provides the effects of a sign of life/portent of life once an hour, and unlike them, it is not destroyed upon activation.

Divination cape The cape's perk gives non-enriched wisps a fixed 30 second lifespan when harvested from unless combined with the Ethereal Connection buff from the Memorial to Guthix which boosts the duration further by 10 seconds to a total of 40 seconds.

Dungeoneering cape The cape's perk provides unlimited teleports to any available resource dungeon and allows the cape to be worn inside Daemonheim. (The ability to wear the cape inside Daemonheim does not extend to the support cape, max cape, or completionist cape).

Farming cape The cape's perk provides a chance to instantly harvest all remaining resources from a crop (stacks with juju farming potion and greenfinger auras), and notes the harvested crops automatically.

Firemaking cape The cape's perk acts as a light source (which also works in the inventory) and gives better rewards from fire spirits.

Fishing cape The cape's perk provides a chance to gain an additional catch. No experience is given for the additional catch.

Fletching cape The cape's perk provides a chance to make extra bolts, arrows, and darts.

Herblore cape The cape's perk instantly cleans all grimy herbs in your inventory. No experience will be gained for doing this.

Hunter cape The cape's perk increases the effective range of traps by two squares.

Invention cape The cape's perk provides a 2% charge drain reduction, which stacks multiplicatively with other reductions.

Magic cape The cape's perk provides the ability to change your spellbook at banks, which is the same as an unlimited book switcher.

Mining cape The cape's perk provides a 5% double ore chance on all core rocks. Whenever double ore is received, bonus XP equal to the level requirement to mine that rock is awarded.

Prayer cape The cape's perk provides the effect of having two lit incense burners without having to light them, when offering bones on an altar in a player-owned house, and also acts like a first age cape if the player owns one.

Ranged cape The cape's perk increases the special effect chance of ranged ammunition by 20% of its current chance.

Runecrafting cape The cape's perk reveals the third random rune slot for the Rune Goldberg Machine when activated.

Slayer cape The cape's perk provides the ability to teleport to available Slayer Masters.

Smithing cape The cape's perk provides the effect of whenever an unfinished smithing item is reheated, the next strike generates +5 base progress. This works with the Autoheater item and the Superheat spell, providing the same bonus.

Strength cape The cape's perk causes Dismember's damage over time to last an extra 2 seconds (an extra 3 hits for a total of 8).

Summoning cape The cape's perk provides a 2% chance to not consume a charm when infusing Summoning pouches, which stacks with spirit gems and the modified shaman's headdress.

Thieving cape The cape's perk notes all Thieving loot, and acts like an Ardougne cloak if the player owns one.

Woodcutting cape The cape's perk provides an increased chance of receiving a bird's nest or crystal geode.
-
Quest point cape The cape's perk adds 30 seconds onto the player's Tears of Guthix time.

Although the Max cape might be considered to be the second best cape in the game (first being the completionist cape), there are some exceptions worth noting:

The god capes from the Mage Arena and the TokHaar-Kal-Mej provide a higher magic bonus (31 vs 26).

The TokHaar-Kal-Ket provides a higher melee bonus (31 vs 26).
-
The TokHaar-Kal-Xil provides a higher ranged bonus (31 vs 26).
-
The Reefwalker's cape provides a 200 life point bonus and a higher armour rating (62 vs 44).
-
The Superior reefwalker's cape provides a 300 life point bonus and a higher armour rating (65 vs 44).

The Dragon Rider cape provides a higher prayer bonus (6 vs 5).
The Capes of Accomplishment each have a perk. Max, completionist, and trimmed completionist capes can hold up to three of those perks by consuming a cape by using the respective cape on the max or completionist capes. The Cape of Accomplishment cannot be retrieved, which means that switching perks effectively costs 99,000 coins each time (extra capes are easiest to get from Elen Anterth's store in the Max Guild). The added perks are shared between the max and completionist capes, including additional capes if the player owns more than one of each.
